On Madam Secretary Season 2 Episode 15, Elizabeth is determined to find out who is behind the terrorist attack. Elizabeth finds out the information the CIA had on the terrorist organization was wrong and, after doing some digging, find out it was a Saudi diplomat who was behind the attacks. Elizabeth sends the FBI to get the man at the consulate, but he commits suicide when they arrive. After searching the suspects apartment they find nothing, but they are able to do some research and find out there isn't any more uranium left to make a bomb. 

The CIA is able to find out where the terrorist organizations headquarters are and President Dalton orders them to bomb the warehouse. Unfortunately the head of the organization got away, but they were still able to get some of the members of said organization. Elizabeth goes to President Dalton with the idea to put together a task force to take down the terrorists because the CIA isn't able to give them the information they need. After some consideration, President Dalton agrees to put together the task force with Russell as the leader and recruits Henry into the group.
