Jay and Blake think they have brokered a peace deal in which both Serbia and Kosovo agree to join NATO, but then Spain refuses to support it. Elizabeth meets with the Spanish representative and learns that there is unrest in Spain because of the deal but says she thinks Spain needs to support the agreement for the sake of world stability.

The problem gets worse when some fake news about a mass grave in Serbia is posted online, causing Serbia and Kosovo to get angry at each other over false reports and allegations. A 12-year-old boy has been killed and tensions could flare up into civil war.

Meanwhile, the Secretary of Defense wanders into Henry and Elizabeth's house in the middle of the night and steals ornaments while mumbling about the Balkans. The next day, he comes to see Henry and says he took sleeping pills, which were responsible for the behavior. Henry says he has to report this anyway. Later, the doctor goes to see Henry and mentions that Elizabeth picked up some cough medicine for Alison.

Kosovo pulls out of the NATO deal and Serbia is angry at Jay and thinks he is behind the fake news.

The problem in the Balkans continues. Matt is sure it is the Russians but Elizabeth needs proof. Jay talks to Scott Goodman, who runs the social media there, and manages to convince him to help. They find and shut down a Russian troll farm.

The Russian minister refuses to believe this and denies everything. Elizabeth shows him a photo of a 12-year-old boy who was murdered. The Russian minister agrees to look at the materials but says look for someone else to blame.

Matt finds Blake is reorganizing the kitchen. Blake tells him about the OES problem and how GHD won't alter their program. Matt says it's a basic territorial dispute and he has to think of them as two competing bucks. Matt says think about it on their level. What could make Blake forget about reorganizing the drawers and let Nina do her thing?

Blake invites both departments in and says the Department of Defense will take over. Both departments are upset. All of a sudden the two departments get along and are able to solve their problem. Problem solved. Nina is impressed.

Henry thinks the doctor is trying to hold Alison's cough medicine over their heads to stop them from reporting on Gordon's behavior. 

Elizabeth tells Henry about her problem. Russia refuses to take responsibility for the fake news. She wonders if a sectarian conflict has ever been resolved peacefully? Henry says Serbia and Kosovo have been going at it since time began.

Gordon comes to see Henry again, as does the doctor. Russell tells Gordon he is firing the doctor. Gordon objects. Russell asks Henry if he wants to revise the facts in his report. Henry says no. Gordon leaves.  Russell says Dr Reis is not following protocol, end of story. Henry is upset. He doesn't want to hang Reis or get a reputation for getting people axed by being a whistleblower.

Elizabeth gives a presentation to the Serbian and Kosovian delegates about the fake news. Later, Elizabeth thinks Russell might have been right and they may have been overreaching. Jay tells Blake that a rich billionaire is taking over the malaria project.

The Serbian and Kosovian classes join together so the girl from the beginning sees her friend. They have a lesson about growing flowers. The classes are going to work together twice a week to grow the flowers together.

Jay
