The Global Repatriation Council displays an advertisement.

John Walker and members of the GRC storm someone's home in Munich, Germany, looking for Karli. John confronts the person living there, but they deny knowing Karli.

In Berlin, Sam and Bucky prepare to meet Zemo. Bucky insists on going in alone, and Sam eventually relents.

Zemo briefly taunts Bucky. Bucky tells Zemo about the new Super-Soldier serum. Zemo is willing to help for a price -- break him out of prison.

Sam tries to reason with Bucky. Bucky tells Sam about a hypothetical plan to break Zemo out, but Bucky already has.

Once Sam agrees to let Zemo help them, Zemo tells Sam and Bucky where they will start. They travel using Zemo's private plane. They are traveling to Madripoor, a pirate sanctuary. Zemo says Bucky will have to become the HYDRA soldier he used to be.

Karli is in a GRC resettlement camp in Latvia. Someone Karli cares about is dying, so she visits them.

Zemo briefs Bucky and Sam on their disguises as they approach Madripoor. They head toward Low Town.

At a bar, Bucky and Sam do their best to fit in. Zemo orders Bucky to attack someone. Bucky continues to attack until the bartender says Selby will see them. Zemo offers Selby Bucky in exchange for information on the Super Soldier serum.

Sam gets a call from Sarah, and Selby orders him to answer it on speaker. The call goes okay until Sarah calls Sam by his real name. Selby orders her guards to kill Bucky, Sam, and Zemo, but they manage to kill her first.

Bucky, Sam, and Zemo leave Selby's place, but word about her death is already spreading, making them a target. People shoot at them, but an unknown figure saves them. The figure turns out to be Sharon Carter, who then points her gun at Zemo. Bucky and Sam explain the situation and asks for her help. Sharon reluctantly agrees and offers them her place in High Town to stay.

Sharon, Bucky, and Sam catch up at her place. Sam asks about the serum, but Sharon tells them to stay away from this situation. Sam asks Sharon for help, and they make a deal -- if she helps them, Sam will get her name cleared. Everyone gets ready for the party, and Sharon tells Bucky, Sam, and Zemo to stay on the down-low during the event.

The following day, Sharon leads Bucky, Sam, and Zemo to Dr. Nagel, their person of interest regarding the serum. She promises to keep watch while they talk to him.

Bucky, Sam, and Zemo confront Dr. Nagel. Sharon tells them through her earpiece that bounty hunters are after them. She holds them off while Bucky, Sam, and Zemo get their information. Dr. Nagel tells them about how he was able to recreate the serum and how Karli got involved.

Sharon fights off the last of the bounty hunters and follows Bucky, Sam, and Zemo into Dr. Nagel's lab. Zemo fatally shoots Dr. Nagel, and another bounty hunter sets the lab on fire, attempting to kill them.

Zemo escapes while Bucky, Sam, and Sharon engage in a shootout with other bounty hunters. Bucky and Sam start arguing. Zemo comes back and sets a compartment on fire, allowing Bucky, Sam, and Sharon to escape into another compartment. Zemo finds a car and rescues Bucky, Sam, and Sharon. Sharon does not get in the car, but she reminds Sam about his promise to get her pardoned. Bucky, Sam, and Zemo drive away. Sharon meets up with an unknown agent.

Karli and a few other Flag Smashers are outside a GRC supply bed in Lithuania. Karli and Dovich talk about how she found the serum in Madripoor.

John and Lemar ask some correctional officers about Zemo's escape. John believes that Bucky and Sam helped Zemo, but Lemar does not.

Back on Zemo's plane, Sam calls Torres and tells him about Donya Madani. Torres promises to look into her. Bucky and Sam talk about their findings.

Sam gets a call from Torres, and he learns where Donya Madani was before she died. Zemo orders his pilot to change course toward the Baltic Sea.

In Lithuania, the Flag Smashers load their cars with supplies from the GRC, and they leave. Dovich and Karli get in a car, just as the building explodes in flames.

In Latvia, Bucky, Sam, and Zemo arrive at their destination. Bucky tells them that he will go for a walk but doubles back into an alley, realizing someone followed them. That someone turns out to be Ayo, from Wakanda, demanding Zemo's capture.
