Law & Order: SVU Season 19 Episode 1 involves a case that everyone had long ago given up hope of resolving. Six years ago, Byron Marks was arrested for the rape of three women but fled the jurisdiction. Now, Fin has caught up with him in Cuba and wants to re-open the case.
SVU is challenged by the fact that Marks' victims are extremely reluctant to testify. They seem to feel too much time has passed and they just want to get on with their lives. To make matters worse, Marks' attorney claims that Fin kidnapped Marks and therefore the charges should be dismissed.
A judge sides with Barba, but the conflict is far from over as a Cuban politician gets involved, claiming that Marks is a Cuban citizen who should be returned to his home country. Marks is now married to a Cuban woman, Elana, who claims that his arrest in America constitutes undue hardship for their young daughter.
As a result of this problem, Karla, one of Marks' victims, decides to take matters into her own hands and Benson walks in on her holding Marks hostage after he is allowed to go home for the night. Benson makes a risky move to end the situation, and no one is harmed, but she later regrets it.
Meanwhile, after Olivia leaves bruises on Noah when she grabs him to get him out of the path of a taxi that was about to hit him, his school believes she abused him. It is all a misunderstanding because Noah didn't tell the whole story when he explained that his mom caused bruises, but the nightmare is just beginning for Olivia because Cassidy informs her she is under investigation for child abuse...
